In answer to your question, Ravenclaw Summer Camp is indeed eagles-only, but there are a lot of other things you can do in the Roost! (RPG, games, etc.)

Well, you can always try to fool them by wearing eagle clothes, but I wouldn't try that if I was you. I mean, if they can differ a muggle from a witch (Kyrie and Alexia know what I'm talking about), then they can most definitely tell the difference between a real eagle and a guest in disguise.
